Maybe, but bet that Ruby gag ring is worth a pretty penny at the market!
If it’s a ruby indeed, and in that case why would anyone gag an orc prisoner with it? But if it’s just red leather shaped like a gem, then it makes much better sense. So, after initially thinking what you suggest, I finally leaned for weird colors and shapes in an otherwise not too valuable muzzle, made of common materials.
We can ask she? 😉
